Strengthening cooperation in higher education between Vietnam and Algeria

On the afternoon of March 10, at the Ministry of Education and Training (MOET) headquarters, Deputy Minister Le Quan received and held talks with His Excellency Mr. Azeddine Bechka, Ambassador Extraordinary and Plenipotentiary of the People's Democratic Republic of Algeria to Vietnam.
During this meeting, Deputy Minister Le Quan shared with the Ambassador the main orientations and policies of the Party and State of Vietnam regarding international integration in general, and in the field of education and training in particular. In this regard, Vietnam attaches constant importance to expanding international cooperation in education, strengthening academic exchanges, developing high-quality human resources, and promoting connectivity between Vietnamese educational institutions and their foreign partners.
Both sides agreed that cooperation in education and training is of paramount importance, contributing to the consolidation and further development of the excellent traditional relations and strategic partnership between Vietnam and Algeria. Based on this, they expressed their desire to continue strengthening concrete and effective cooperation in the years to come.
Both sides also welcomed the signing, on November 19, 2025, of the Cooperation Agreement in the field of education between the Government of Vietnam and the Government of Algeria, on the occasion of Prime Minister Phạm Minh Chính's official visit to Algeria. This agreement is considered a major foundation for promoting educational cooperation activities in the coming period. During the working session, the two sides exchanged views on the modalities for implementing this Agreement, including the sending of teachers by the Algerian side to Vietnam to support the teaching of French.
Furthermore, in accordance with the conclusions of the 13th session of the Vietnam-Algeria Intergovernmental Commission, both parties agreed to focus immediately on negotiating a Cooperation Agreement in the field of higher education. This agreement is expected to be signed during the upcoming working visit to Vietnam of the Algerian Minister of Higher Education and Scientific Research.
The planned areas of cooperation will focus on several key areas, including: the annual exchange of scholarships; the establishment and promotion of partnership relations between higher education institutions in both countries; the organization of exchanges of delegations of teachers, professors, and researchers; the development and implementation of joint training programs; the organization of joint events such as the Rectors' Conference; and the design and implementation of joint scientific research programs and projects between the educational and research institutions of both nations.
